Background:
There are 1.9 million people in Ontario with disabilities. This number is expected to increase as the population ages because the incidence of disability increases with age. The Ontarians with Disabilities Act, 2001 (ODA) was given Royal Assent on December 13, 2001, and is considered to be Canada's most comprehensive legislation to improve access for people with disabilities and set the foundation for the development of accessibility standards under the AODA, 2005. The purpose of the Ontarians with Disabilities Act, 2001 (ODA) is to improve opportunities for people with disabilities and to provide for their involvement in the identification, removal and prevention of barriers to their full participation in the life of the province. To this end, the ODA mandates that each municipality prepare an annual accessibility plan. In 2003, the Municipality of Oliver Paipoonge committed itself to the continual improvement of access to municipal premises, facilities, and services for citizens of the community with disabilities; the participation of people with disabilities in the development and review of its annual access plans; and the provision of quality services to all residents, and members of the community with disabilities.

Barriers to people with disabilities will be identified by senior staff using a specified template for an identification methodology. Recommendations of barriers to focus on over the next several years will be provided, and senior staff will review, analyze and recommend processes, facilities, by-laws, policies and services that Municipality of OliverPaipoonge can remove and prevent as barriers. The plans outline the review and monitoring process, and method to which the plans will be communicated to the public.
